Who is it for?
Quantum Stellar supports asset teams building a clear issuance model, including issuers and product teams at every stage of a Stellar asset project.

1. Asset Issuance and Readiness Planning
Start with the purpose of your asset and the people it will serve. An issuance plan connects the asset model, issuer controls, signing responsibilities and operational requirements. It also identifies where future cryptographic changes would affect the system, so security decisions can be evaluated before a live launch.
Planning priorities:
A useful issuance plan makes technical choices explicit and gives your team a structured set of questions to resolve before implementation:
- Define the asset, its intended use and the records or rights it represents. Identify which statements require independent evidence before they can appear in public materials.
- Map the issuing and distribution accounts, authorisation requirements and administrative powers. Establish who can make changes and how those decisions will be reviewed.
- Review wallet, custody and integration dependencies against your user experience, internal resources and the security requirements of your asset.
- Identify the signatures, keys and external services that the asset lifecycle depends on. Document the assumptions that any future cryptographic migration must address.
- Set clear responsibilities for key management, recovery and operational monitoring.
- Define a limited testnet scenario and acceptance criteria before deciding whether a production implementation is ready to proceed.
